Understanding electricity unit rates in India

A "unit" on your electricity bill is exactly 1 kilowatt-hour (kWh). What you pay per unit depends on your state's regulatory commission, your distribution licensee (DISCOM), the slab your monthly consumption falls into, and your consumer category — domestic, commercial or industrial.

Most Indian DISCOMs use a telescopic slab structure for domestic consumers: the first N units are charged at the lowest rate, the next bracket at a higher rate, and so on. A few states (notably Kerala for some categories) use non-telescopic billing, where crossing a slab boundary reprices all units at the higher rate.

The headline per-unit slab rate is only the energy charge. Your actual all-in cost per unit is higher because of the fixed charge on sanctioned load (₹/kW/month), the Fuel & Power Purchase Cost Adjustment (FAC / FPPCA) which passes monthly fuel cost variation through to consumers, and electricity duty — a state-level percentage levy that ranges from about 5% to 25% depending on the state and consumer category. Some states also provide subsidies for low-consumption households (e.g. Punjab, Tamil Nadu, Delhi, Karnataka), which reduce the effective per-unit rate.

Among states with verified SERC tariffs in our database, the lowest entry-slab domestic rate is in Tamil Nadu at ₹0.00/unit. The effective rate (with FAC, fixed and duty) at 100 units of consumption is roughly ₹0.27/unit. Subsidies in states like Punjab, Tamil Nadu, Delhi and Karnataka can reduce the effective rate further for eligible households.
Which state has the highest electricity unit rate?
The highest top-slab rate among states tracked here is at Jharkhand, reaching ₹7.50/unit at the highest consumption tier. High-slab rates in metro markets like Maharashtra and Delhi can also exceed ₹15/unit for very large consumption.
How is per-unit electricity rate decided in India?
Each State Electricity Regulatory Commission (SERC) issues an annual tariff order specifying slab rates, fixed charges, FAC formulas and electricity duty for every DISCOM in that state. Rates are reviewed against revenue requirements, demand projections, fuel costs and consumer category mix. The CERC regulates inter-state transmission; SERCs handle distribution-level retail tariffs.
