The Haryana State Electricity Regulatory Commission publishes an annual tariff order specifying slab rates, fixed charges, fuel adjustment formulas, and electricity duty for each DISCOM. For domestic consumers in Haryana, UHBVN uses a telescopic billing structure — meaning each slab applies only to the units within that slab range.
The headline per-unit rate is only the energy charge. Your full bill also includes a fixed charge (typically load-band based), Fuel & Power Purchase Cost Adjustment (FAC / FPPCA, set monthly) and an electricity duty of 2%. Together these can add 15–30% to the effective per-unit cost.
